چکیده

Policy actors seek network contacts to mitigate collective action problems endemic in all policy arenas. The Risk Hypothesis argues that actors seek contacts that maximize information transmission when cooperation involves low risks, but seek transitive, reciprocal relationships when risks of defection increase. We apply this risk hypothesis to 10 estuaries in the U.S, using survey data from 1999 and 2001. We find that collaborative risks seem relatively low in these newly-developing policy arenas. Organizations do not seek transitive relationships, but rather seek efficient information transmission contacts with popular central actors capable of coordinating policies. Furthermore, trust does not influence partner selection, but the trust of partners does affect an actor’s trust. We introduce the SIENA softwared that is capable of elaborating and testing additional hypotheses about social capital and the role of self-organizing networks in mitigating collective action problems. 1 Department of Political Science, University of Arizona, Tucson, AZ 85721. Steel Consumption Forecasting Using Nonlinear Pattern Recognition Model Based on Self-Organizing Maps

Steel consumption is a critical factor affecting pricing decisions and a key element to achieve sustainable industrial development. Forecasting future trends of steel consumption based on analysis of nonlinear patterns using artificial intelligence (AI) techniques is the main purpose of this paper. Because there are several features affecting target variable which make the analysis of relations...

Trust and Partner Selection in Social Networks: An Experimentally Grounded Model

This paper presents an experimentally grounded model on the relevance of partner selection for the emergence of trust and cooperation among individuals. By combining experimental evidence and network simulation, our model investigates the link of interaction outcome and social structure formation and shows that dynamic networks lead to positive outcomes when cooperators have the capability of c...

Action Selection for Single- and Multi-Robot Tasks Using Cooperative Extended Kohonen Maps

This paper presents an action selection framework based on an assemblage of self-organizing neural networks called Cooperative Extended Kohonen Maps. This framework encapsulates two features that significantly enhance a robot’s action selection capability: self-organization in the continuous state and action spaces to provide smooth, efficient and fine motion control; action selection via the c...
